INPPLC and DGSN-DGST Hub Forge Strategic Anti-Corruption Agreement

Rabat: INPPLC and the DGSN-DGST Hub have entered into a significant partnership and cooperation agreement aimed at reinforcing Morocco’s efforts to combat corruption through a comprehensive approach that integrates both prevention and enforcement.

According to Agence Marocaine De Presse, this agreement underscores the State’s resolve to fortify its internal defenses against corruption by fostering institutional coordination between a sovereign security body and an independent constitutional authority.

Signed by Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance, and Mohamed Benalilou, President of the INPPLC, the agreement, which has been in development since July 4, 2025, is predicated on the belief that effective corruption investigations are contingent upon close collaboration with security entities. This partnership aims to enhance the efficiency and professionalism of investigations while safeguarding human rights.

The agreement highlights the strategic role of m
odern security bodies in promoting good governance, aligning with international best practices. It sets forth several objectives, including strengthening institutional partnerships in corruption prevention and combat, improving coordination and information exchange, and developing institutional capacities through various training programs and expertise exchanges.

Moreover, the agreement outlines practical initiatives such as data sharing, technical support exchange, specialized training sessions, and the creation of reference guides and early detection systems. These initiatives aim to foster transparency and integrity and support Morocco’s international commitments against corruption.

The partnership also allows the INPPLC to offer its advisory expertise to the DGSN-DGST Hub, benefiting from the technical capabilities of the national electronic identity card in compliance with legal standards. This strategic alliance transcends a mere technical cooperation mechanism, representing a firm commitment to addre
ssing corruption as a strategic and institutional challenge.

The initiative is aligned with constitutional provisions and High Royal Directives, aiming to enhance governance institutions and align with Morocco’s obligations under the United Nations Convention against Corruption. By consolidating the rule of law and good governance, the agreement seeks to strengthen public trust in institutions and elevate Morocco to a leading role in the global fight against corruption.
